Queensland rental property guide
If you are moving out of a Queensland rental, managing a property between tenancies or preparing a home for new occupants, air conditioning can become a surprisingly confusing part of the cleaning checklist.
The Residential Tenancies Authority specifically reminds vacating tenants not to forget air-conditioning vents and filters. At the same time, Queensland rental law does not create a blanket rule saying that every outgoing tenant must pay for a professional internal split-system deep clean.
The condition of the air conditioner at the start of the tenancy, what is recorded on the Entry condition report, the tenancy agreement, how the unit has been used, whether the issue is ordinary cleaning or a repair, and what has actually caused the problem can all matter.
I clean split system air conditioners across North Brisbane and Moreton Bay. This guide is designed to help tenants, property managers and landlords understand the practical difference between routine filter cleaning, a bond clean, professional internal air-conditioner cleaning and technical repairs.
Who is responsible for cleaning the air conditioner in a Queensland rental?
For everyday cleanliness, tenants will commonly be expected to keep accessible air-conditioning filters and vents clean, subject to the tenancy agreement, appliance instructions and the condition of the property at the start of the tenancy.
Queensland's Residential Tenancies Authority says there are no specific rental-law rules assigning maintenance of individual items such as air conditioners in every situation. The RTA recommends that maintenance arrangements be discussed and recorded in the tenancy agreement.
At the end of a tenancy, the RTA says tenants are responsible for leaving the property in the same condition it was in at the start, less fair wear and tear. Its vacate-cleaning checklist specifically includes air-conditioning vents and filters.
That is different from saying every outgoing tenant must arrange a professional internal clean of the coil, fan barrel, drain tray and airflow path.
Official references: RTA vacate-cleaning guidance and RTA guidance on air-conditioning maintenance in rental properties .
Does an air conditioner need to be cleaned for a bond clean?
Yes, the air conditioner should not simply be ignored during a vacate clean. The Queensland RTA's cleaning guidance specifically lists air-conditioning vents and filters among the items tenants should remember when leaving a property.
In practical terms, this usually means checking the parts a tenant can safely access and maintain:
- Removable mesh filters
- Dust on the exterior case
- Accessible vents and louvres
- Visible dust around the intake grille
- Any obvious dirt that has accumulated through ordinary use
The RTA also states that a tenant can choose to clean the property themselves or engage a professional cleaning company. The key requirement is the condition of the property, not simply whether a professional cleaner was hired.
Does a bond clean automatically include an internal deep clean?
No. A standard bond clean and a professional split-system deep clean are different services.
A bond cleaner may clean the filters, wipe the cover and remove visible dust from accessible areas. A professional split-system deep clean goes much further and may involve:
- Removing suitable covers and louvres
- Protecting the surrounding wall and floor
- Installing a wash bag and runoff containment
- Cleaning the indoor coil
- Cleaning the cross-flow fan or fan barrel
- Cleaning the drain tray and accessible airflow path
- Checking and flushing drainage where appropriate
- Reassembling and testing the unit
- Providing before-and-after photos
You can see the full internal process in What Is Included in a Professional Split System Deep Clean?
The condition at the start of the tenancy matters
A tenant is not automatically responsible for pre-existing grime, damage or poor condition. The RTA specifically tells tenants to refer back to the Entry condition report and any photos or video from when they moved in.
If the air conditioner was already heavily contaminated internally when the tenancy started, that is very different from a unit that was documented as clean and later became heavily soiled during the tenancy.
Does Queensland law require professional air conditioner cleaning at the end of a tenancy?
There is no general rule that every Queensland tenant must automatically pay for a professional internal air-conditioner deep clean at the end of every tenancy.
Section 188 of the Residential Tenancies and Rooming Accommodation Act 2008 requires tenants to keep the premises and inclusions clean having regard to their condition at the start of the tenancy. At the end of the tenancy, the tenant must leave the premises and inclusions, as far as possible, in the same condition they were in at the start, allowing for fair wear and tear.
You can view the current legislation on the Queensland Legislation website .
Professional cleaning and cleanliness are not the same requirement
A condition can be clean without a professional company having performed the work. Conversely, a tenant can pay a cleaner and still have areas left in poor condition.
This is why the practical questions are:
- What was the condition at the beginning of the tenancy?
- What is the condition at the end?
- What does the tenancy agreement say about routine maintenance?
- Is the issue ordinary dirt or a repair/maintenance fault?
- What caused the issue?
- Is the requested work actually necessary to restore the relevant condition?
Check special terms carefully
The RTA recommends that air-conditioning maintenance arrangements and expectations be discussed and documented in the tenancy agreement. A special term does not automatically override Queensland law, so disputes about enforceability should be raised with the RTA or an appropriate legal adviser rather than assumed.
Why the Entry condition report matters for air conditioners
The Entry condition report is one of the most important pieces of evidence when deciding what condition a rental property should be returned in.
The RTA states that the report records the condition of the property and its inclusions at the start of the tenancy. Property managers and owners indicate whether listed items are clean, undamaged and working, and tenants can agree or add their own comments.
The RTA specifically tells tenants to check that air conditioning works when completing the Entry condition report.
Official guidance: RTA Entry condition report .
Property managers should document more than "aircon working"
If air-conditioner cleanliness may matter later, a better handover record can include:
- A photo of the indoor unit exterior
- A photo of the filters
- A photo through the outlet showing the visible fan-barrel condition
- Any existing staining or damage
- Whether the unit operates normally
- Any known musty smell, leak or fault
- Date of the last professional clean, if known
This makes the starting condition clearer for both sides and can reduce arguments years later about whether internal buildup existed before the tenant moved in.
What air conditioner cleaning should a tenant normally do?
The exact maintenance depends on the air-conditioner manual, tenancy agreement and safe accessibility, but routine household cleaning commonly centres on the removable filters and accessible exterior surfaces.
The RTA has specifically recommended that tenants clean air-conditioner filters according to the appliance's safety or cleaning instructions and report damage to the owner or property manager so an appropriate contractor can be arranged.
See: RTA summertime rental-property checks .
Reasonable basic cleaning may include
- Turning the system off before accessing filters
- Removing washable filters according to the manufacturer instructions
- Vacuuming or washing filters as directed
- Allowing washable filters to dry properly before refitting
- Wiping dust from the external cover
- Wiping accessible louvres gently
- Keeping the intake and outlet unobstructed
Routine cleaning should not become risky dismantling
A tenant should not feel pressured to dismantle electrical equipment, remove major internal components or use high-pressure water equipment inside a rental property simply to complete a normal bond clean.
If the unit has heavy contamination behind the cover, a fault, water leakage, broken components or a recurring smell, report the issue and clarify the appropriate next step with the property manager.
Do not treat a repair as cleaning
A damaged filter, broken fan, faulty drain pump, refrigerant fault or electrical problem is not solved by wiping the vents. Tenants should report maintenance and repair needs promptly.
When does a professional split system deep clean make sense in a rental?
A professional internal clean can be useful when the issue extends well beyond removable filters and surface dust.
1. The fan barrel is visibly loaded with grime
The long cylindrical fan inside the outlet can collect substantial dust and residue even when the removable filters appear reasonably clean.
Filter washing does not remove material already attached to the fan blades.
2. The unit has a persistent musty smell
A recurring stale or musty smell can come from buildup on internal components, although smells can also have other causes.
Read: Why Does My Air Conditioner Smell Musty? Is the Black Build-Up Mould or Dirt?
3. There is significant internal residue at a tenancy changeover
A landlord or property manager may choose to have a heavily used system professionally cleaned before a new tenant moves in, particularly if the aim is to start the new tenancy with a documented internal condition.
4. The property has no reliable maintenance history
If nobody knows when the internal components were last cleaned, an inspection may show whether the fan barrel, coil and drain area need attention.
5. A long-term tenant is vacating
Several years of daily cooling and heating can result in internal buildup even when the exterior of the unit has been regularly wiped.
6. A new property management agency is taking over
A documented clean can provide a known starting point for the agency's maintenance records. That can be particularly useful when inherited records are incomplete.
7. The owner wants evidence of what was cleaned
Before-and-after internal photos can be useful for maintenance records because they show specific components rather than relying on the appearance of the front cover.
Who pays for professional air conditioner cleaning in a rental property?
There is no single answer that applies to every professional deep clean.
The RTA says Queensland rental laws do not contain specific rules assigning maintenance of every individual item such as air conditioners. It recommends that maintenance expectations be agreed and documented.
Factors that may matter include:
- The condition of the unit at the start of the tenancy
- The Entry condition report and supporting photos
- The tenancy agreement and any lawful special terms
- Whether the work is routine cleaning or a repair
- Whether damage or contamination was caused by the tenant
- Whether the problem arose through fair wear and tear or a property fault
- Whether the owner has chosen a professional cleaning program as property maintenance
Tenant-paid cleaning may make sense when
A tenant may choose to arrange cleaning when they are responsible for returning a dirty unit to its previous clean condition, or when they simply want to resolve an agreed cleaning item before final inspection.
Owner-paid cleaning may make sense when
An owner may choose to arrange cleaning as preventive maintenance, to reset the property between tenancies, to address buildup that is not reasonably attributable to the outgoing tenant, or as part of a broader property-management program.
Repairs are a separate question
The RTA states that responsibility for repairs depends on the cause of the issue, and property managers/owners must carry out required repairs within a reasonable time. A repair should not simply be relabelled as a cleaning charge.
Official reference: RTA repairs guidance .
What if there is mould or mould-like buildup in a rental air conditioner?
This needs to be handled carefully because the source matters.
Dark material inside a split system may include dust, grime, staining and microbial growth. You generally cannot identify the exact substance or mould species simply by colour.
Internal air-conditioner buildup
Where the issue is ordinary internal contamination from dust, moisture and use, a professional clean may remove the accessible buildup from the coil, fan barrel, drain tray and airflow path.
Building-related damp or mould
Cleaning the air conditioner does not fix a leaking roof, wet wall cavity, plumbing leak or structural moisture problem.
Queensland's minimum housing standards require rental properties to be free from damp and mould, except where the damp or mould was caused by the tenant. The RTA says tenants should notify the property manager/owner when mould or damp appears, and responsibility depends on the cause.
Official reference: RTA minimum housing standards .
Do not assume the tenant caused every mould issue
If moisture is coming from a building defect, failed drainage, leaking pipe, damaged insulation or another property problem, cleaning the visible residue without addressing the cause may allow it to return.
Aircon cleaning, maintenance and repair are different responsibilities
One of the easiest ways to avoid confusion is to separate the issue into three categories.
| Issue | Typical starting point |
|---|---|
| Dusty removable filters | Routine cleaning according to the appliance instructions |
| Dust on cover or louvres | Routine surface cleaning |
| Heavy grime on fan barrel | Professional internal cleaning |
| Dirty coil and drain tray | Professional internal cleaning |
| Persistent musty smell with visible internal buildup | Internal inspection and cleaning may be appropriate |
| Water leakage | Assessment required; cleaning may help if accessible drainage is dirty, but repairs may be required |
| Error code | Qualified air-conditioning technician |
| Breaker trips or electrical smell | Stop use and arrange appropriately qualified technical help |
| Unit runs but does not cool correctly | Technical assessment may be required |
| Broken drain tray, hose or insulation | Repair rather than cleaning |

Will a standard bond cleaner professionally deep clean the air conditioner?
Not necessarily.
Bond-cleaning packages vary between companies. Some include basic air-conditioner filter and vent cleaning, while internal hydro cleaning of the coil, fan barrel and drain system is specialised work and may be outside the cleaner's standard scope.
Ask exactly what "aircon cleaning" means
Instead of relying on the phrase, ask whether the service includes:
- Only washing the removable filters
- Wiping the cover and louvres
- Removing suitable casing components
- Cleaning the indoor coil
- Cleaning the full accessible fan barrel
- Cleaning the drain tray
- Checking or flushing accessible drainage
- Using controlled water containment
- Reassembling and testing the system
- Providing before-and-after internal photos
If the only service required is clean filters and a dust-free cover, there may be no reason to book a specialist internal clean.
If the filters are clean but the fan barrel is heavily coated, a surface bond clean is unlikely to address the main buildup.
Property manager air conditioner checklist between tenancies
A consistent handover process can make future maintenance and responsibility much easier to understand.
| Inspection finding | Suggested next step | Record |
|---|---|---|
| Filters dusty but internals appear clean | Clean filters according to manufacturer instructions | Photo filters after cleaning |
| Exterior or louvres dusty | Surface clean | Photo finished unit |
| Clean filters but fan barrel heavily loaded | Consider specialist internal deep clean | Before-and-after internal photos |
| Musty smell and visible internal buildup | Inspect internal condition and consider cleaning | Note symptom and cleaning result |
| Water leakage | Assess whether drainage cleaning or technical repair is required | Photo leak location and contractor outcome |
| Error code or poor cooling | Arrange qualified technical assessment | Record fault code and contractor report |
| Breaker trip or electrical smell | Stop use and arrange qualified technical help | Record fault and repair outcome |
| Unit clean and operating normally | No specialist cleaning needed solely because a tenancy changed | Photograph condition for new entry report |
A simple five-step handover process
- Test the unit. Confirm that it starts and note obvious faults, leaks or unusual sounds.
- Check accessible cleanliness. Inspect filters, cover, louvres and visible internal areas.
- Decide whether the issue is cleaning or repair. Do not send a deep cleaner to solve a refrigerant or electrical fault.
- Document the result. Keep dated photos and contractor records.
- Set the next tenancy baseline. Record the air conditioner's condition on the new Entry condition report.
Tenant air conditioner checklist before moving out
If you are preparing for a final inspection, use this as a practical starting point alongside your tenancy agreement and Entry condition report.
- Check your Entry condition report. Look for comments and photos showing the original condition of the air conditioner.
- Read the tenancy agreement. Check any agreed maintenance instructions or special terms.
- Clean accessible filters. Follow the manufacturer's instructions and do not reinstall washable filters dripping wet.
- Wipe accessible vents and surfaces. Remove normal dust from the case, intake and louvres.
- Test the unit. Report faults, leaks or damage rather than trying to hide them with cleaning.
- Photograph the finished condition. Take clear date-stamped images for your own records.
- Ask before paying for unnecessary specialist work. If a professional deep clean is being requested, clarify why it is required and how that relates to the recorded starting condition and tenancy obligations.
When you may want a professional clean anyway
Even where there is no blanket legal requirement, a tenant may decide that a professional internal clean is the easiest way to resolve a clearly dirty unit before handover.
If you do arrange a professional clean, keep the invoice and before-and-after photos.
Why property owners may choose to deep clean air conditioners between tenancies
A tenancy change is a useful maintenance checkpoint even when the outgoing tenant is not responsible for funding a professional internal clean.
It creates a known baseline
If the unit is professionally cleaned and documented before a new tenancy, future condition comparisons become much easier.
It gives access while the property is empty
Cleaning is often easier when furniture has been removed and no occupants need the room during the appointment.
It can identify obvious issues before the next tenant
A cleaning appointment includes basic pre-clean and post-clean operational observation. If I see a fault or damage outside the cleaning scope, I can identify that further technical assessment is required rather than pretending cleaning will solve it.
It helps separate cleanliness from repair
Starting a new tenancy with a documented clean unit makes it clearer when a later issue is physical buildup versus a mechanical or property-maintenance problem.
It provides visible proof
A photo of a clean front cover tells you very little about the fan barrel behind it. Internal before-and-after images provide a more useful maintenance record.
See real examples in the SEQ Air Care Before & After gallery.
How property managers can document air conditioner cleaning properly
For rental properties, documentation can be almost as important as the clean itself.
Before the work
- Record the property address and unit location
- Photograph the filter condition
- Photograph visible fan-barrel buildup
- Note reported smells, leaks or airflow concerns
- Record any visible damage
During the clean
- Photograph meaningful internal buildup
- Record unusual drain residue or obstruction
- Separate cleaning findings from technical faults
After the work
- Photograph the same internal areas after cleaning
- Record that the unit was reassembled and basic operation checked
- Keep the service invoice or job record
- Store the photos with the property maintenance history
- Use the new condition as a reference for the next tenancy
Do not overstate what the documentation proves
Before-and-after photos prove the visible condition of the areas photographed. They do not prove that a property is permanently mould-free, that every hidden building cavity is dry or that the air conditioner has no technical faults.

Frequently asked questions
Do I have to professionally clean the air conditioner to get my bond back in Queensland?
There is no blanket rule that every Queensland tenant must pay for a professional internal air-conditioner deep clean. The RTA says tenants should leave the property in the same condition it was in at the start, less fair wear and tear, and specifically reminds tenants to clean air-conditioning vents and filters. The individual starting condition, tenancy agreement and circumstances matter.
Does the RTA say tenants must clean aircon filters?
The RTA includes air-conditioning vents and filters in its vacate-cleaning checklist and has also described regular filter and vent cleaning as the kind of general maintenance tenants may commonly perform, subject to the tenancy agreement and appliance instructions.
Can a property manager require a professional deep clean?
Whether a particular request is justified can depend on the tenancy agreement, starting condition, evidence, cause of the dirt or damage and applicable rental law. If there is a disagreement, tenants and property managers should seek guidance from the RTA rather than assuming a professional clean is automatically required.
Is aircon cleaning normally included in a bond clean?
Basic filter, vent and exterior cleaning may be included by some bond cleaners, but packages vary. A specialist internal clean of the coil, fan barrel, drain tray and airflow path is a different service, so ask exactly what the cleaner includes.
Who is responsible for repairing a broken air conditioner?
Repairs are different from routine cleaning. The RTA says repair responsibility depends on the cause of the issue. Tenants should report faults to the property manager or owner promptly so the appropriate repair process can be followed.
What if the air conditioner was dirty when I moved in?
Check the Entry condition report and any photos or video from the start of the tenancy. The RTA says tenants are not responsible for pre-existing poor condition and that the starting condition is relevant when determining the condition required at vacate.
Should property managers photograph air conditioners at entry?
It is a useful practice. Photographing filters, visible fan-barrel condition, exterior damage and general cleanliness creates a clearer baseline than simply recording that the air conditioner is "working".
Can clean filters hide a dirty air conditioner?
Yes. The filters can be clean while the fan barrel, coil and drain area remain loaded with older internal buildup. Filter cleaning is important, but it is not the same as an internal deep clean.
Who is responsible for mould in a rental property?
The cause matters. Queensland minimum housing standards require rental properties to be free from damp and mould except where caused by the tenant. The RTA says tenants should notify the property manager/owner when mould or damp appears, and responsibility may depend on whether the cause is structural, maintenance-related or connected to tenant actions.
Can an aircon deep clean fix a water leak?
Cleaning may help when accessible sludge or buildup is restricting the drain tray or drainage path. It will not repair cracked trays, damaged hoses, incorrect installation, failed insulation, refrigerant faults or other technical problems.
Should landlords clean split systems between every tenant?
Not necessarily. A tenancy change is a useful inspection point, but a professionally cleaned unit that remains internally clean does not need another specialist clean simply because a tenant has moved out. The decision should be based on condition, usage, history and the owner's maintenance standard.
How often should a rental air conditioner be professionally cleaned?
There is no single interval for every rental. Usage, pets, household dust, filter maintenance and internal condition matter. For many properties, an annual inspection is a sensible baseline, with internal cleaning completed when the condition warrants it.
Can a tenant clean the air conditioner themselves?
Tenants can generally perform safe routine cleaning such as removable filters and accessible exterior surfaces in accordance with appliance instructions. Internal dismantling, wet cleaning near electrical components and technical repair should not be treated as ordinary household cleaning.
What should a property manager do if an air conditioner smells musty?
Check the filters, visible internal condition and whether there are signs of drainage or building moisture problems. If there is significant internal buildup, a deep clean may be appropriate. If there is a fault, leak, electrical issue or building-related dampness, the correct repair or maintenance provider may also be required.
Does SEQ Air Care provide proof of the clean?
Yes. I provide before-and-after photos of the internal cleaning result so the customer can see what was removed and keep a record of the service.
